It may seem like we just got to work on Meaningful Use Stage 1 (MU1), but the Meaningful Use Stage 2 (MU2) deadline is approaching fast and providers need to develop a game plan to transition focus to include the new criteria into their health IT strategy. Connie White Delaney is Professor & Dean, School of Nursing, University of Minnesota. She also serves as Director, Biomedical Health Informatics (BMHI), Associate Director of the CTSI-BMI, and Acting Director of the Institute for Health Informatics (IHI) in the Academic Health Center. Delaney is the first Fellow in the College of Medical Informatics to serve as a Dean of Nursing. Delaney is an appointee to the Health Information Technology Policy Committee, an advisory body established by the American Recovery and Reinvestment Act within the U.S. Government Accountability Office (GAO). Delaney serves on numerous boards, including the Board of the American Association of Colleges of Nursing, Board of LifeScience Alley, the American Medical Informatics Association (AMIA), Premiere Quest National Advisory Panel. ! She is an active researcher and writer in the areas of national standards development for essential nursing care and outcomes/safety data. She holds a BSN with majors in nursing and mathematics, MA in Nursing – Adult Health, Ph.D. Educational Administration and Computer Applications, and completed postdoctoral study in nursing & medical informatics at the University of Utah.

Given well-publicized data breaches nationally and the spread of health information exchange (HIE), the issue of privacy and security of patient data shared through HIE networks is one of the most complex and sensitive issues in establishing and maintaining trust among consumers, physicians, and other major community stakeholders. In this presentation, we discuss the privacy and security challenges the New Mexico Health Information Exchange (NMHIC) has encountered in its HIE development history and the lessons it has learned concerning them.
- Federal and state privacy law compatibility: beyond HIPAA and HITECH
- Privacy approaches: opt-out, opt-in, hybrid
- Educating consumers and providers about HIE benefits & risks
- Privacy policies needed to support interstate information exchange
- Engaging consumers, providers, and other community stakeholders about uses of HIE data & other privacy decisions

Keynote Presentation
John Mattison currently oversees all information systems deployment in the Southern California region of Kaiser Permanente, which includes more than 5,000 physicians, 3 million members, 140 clinics, and 13 hospitals. He chairs the KP national IT Infrastructure governance group, the Regional Business Governance Group for all KP regions, and is a member of numerous other national governance groups including Security, and Care Delivery. He led the KP HealthConnect project in Southern California, which has been fully implemented in every clinic and hospital, and represents the single largest deployment of a completely integrated electronic health record.
Dr. Mattison’s clinical background includes specialties of Internal Medicine and Critical Care. From 1984 to 1989 he practiced internal medicine and critical care at Scripps Clinic and Research Foundation, where he served as director of the Medical/Surgical Intensive Care Unit, and chaired committees on Pharmacy, Quality, and Utilization. In 1989 he began working for Kaiser Permanente in San Diego, where he practiced Critical Care and Primary Care in Internal Medicine. In 1992 he was appointed as Assistant Medical Director and Chief Medical Information Officer, and in 2003 became program director for the HealthConnect program.
Dr. Mattison has consulted internationally on health information technology and interoperability standards. He is the co-founder of the Clinical Document Architecture, which is the international standard for sharing patient records between institutions, under the umbrella of HL7. Dr. Mattison has published numerous papers in medical informatics, and given seminars on medical informatics at several California universities.

Healthcare organizations are looking at ways to combine more sophisticated uses of health IT and clinical care to achieve better health outcomes and improve health system performance.
